In a strongly worded joint letter sent on Wednesday, the two senior leaders described the demand as not just justified, but a “legitimate and constitutional right” of the people of Jammu and Kashmir.

“This demand is both legitimate and firmly grounded in their constitutional and democratic rights,” the letter said, adding that J&K’s case is “without precedent” in independent India. “This is the first time a full-fledged state has been downgraded to a Union Territory following its bifurcation,” it pointed out.

The letter also urged the Centre to introduce a bill to bring Ladakh under the Sixth Schedule of the Constitution, a move aimed at protecting the “cultural, developmental, and political aspirations” of Ladakhis. The Congress said this would ensure their rights, land, and identity are preserved.
